ACCEPTANCE SPEECH


Thank you very much for the trust and confidence, for believing that I am worthy to be at the helm of PICE Iligan City-Lanao del Norte (PICE-ICLDN) Chapter for the incoming year!

With the full support of my fellow officers & Board of Directors, the wisdom of the Council of Past Presidents and the guidance of God Almighty, I will endeavor to live up to the expectations that are set before us. 

Praying full cooperation from all of you, I humbly accept this gavel of authority and its appurtenant responsibilities and accountabilities.

Again, thank you very much. God bless PICE-ICLDN.

ENGR. DESIREE MABAQUIAO-ABELLA – 2020-2021(Covid-19 Pandemic Times)

From the Private-Industrial Sector.

Currently works at the National Grid Corporation of the Philippines (NGCP), as Head of the IT Operations Support group for NGCP Mindanao Region.

Formerly with the National Transmission Corporation and the National Power Corporation.

I would like my Chapter presidency which spanned two (2) years of abnormal times due to the covid-19 pandemic, to be remembered as the time when the Chapter proved its strength, resiliency and oneness in living its mission of providing services to fellow civil engineers and to our countrymen, despite all odds.

By learning together the online meeting platform of Zoom, cellphone messaging and teleconferencing, and using collaborative office applications, the Chapter was able to plan, organize and implement many of its regular activities. 

The Chapter is proud of the following accomplishments during this period.

Continued monthly BOD meetings using the online platform of Zoom.

Strengthened internal organizational standing and processes thru update of the Chapter’s SEC and BIR compliances, setup of Accountant retainership, review/update of the Constitution and By-Laws, collection of past accounts payable to the Chapter, templates and monitoring lists for the conduct of technical conferences. Also, thru an online values enhancement and inspirational talk on How to Bounce Back When Life Knocks You Down.

Preserved the Chapter’s funds thru careful spending and solicitations, considering the suspension of income-generating technical conferences.

Joined the We Heal as One Amidst Covid-19 Crisis program thru distribution of rice packs to 429 tri-sikad drivers and construction workers of Barangays Palao, Mahayahay, and Linamon on April 22 and 26, 2020.

Gave financial assistance to Luzon typhoon victims via PICE National in the amount of P 58,500.

Conducted Dental Mission jointly with the Philippine Dental Association, Iligan Dental Society, Inc., at Barangay Hinaplanon Daycare Center, in 2020, for 86 children.

Continued its Brigada Eskwela support thru donation of 100 reams of bond paper to Kalamalamahan Elementary School in Rogongon, Iligan City for its Learning Modality; and ten (10) units of hand sanitizers to Tambo Central school.

Supported the PICE 2020 Virtual National Convention and PICE 2021 Virtual Midyear National Convention and Technical Conference by contributing to their souvenir programs.

Held online CE Month Celebrations in 2020 and 2021. 

Continued supporting JPICE chapters of MSU-IIT and St. Peter’s College thru online induction ceremonies, and giving inspirational messages.

Continued the traditional Gift-Giving activity every Christmas season to the Women and Children Center and the Home for the Elderly. 

Kept the spirit of unity during Christmas of 2020 thru a Fellowship Night at Paseo de Santiago, following health protocols.

Gave financial assistance to deceased members.

President's Report (1993)

My report to the general membership was already summarized in part during the General Membership meeting last September 4, 1993. The report earlier presented covers the third quarter period since there are still much to be reported, herewith is the complete report.

As a general guide, my report is based on the Plans and Programs which were set by your board during its first board meeting last Jan. 9, 1993.

PICE OFFICE 

Before, whoever becomes president, the official address of the chapter goes with him. Members complain or make an excuse that they do not know where to pay their dues and or where to ask assistance in renewing their license.

The need for an office has long been planned, it was only during this time that it came to reality.

Today, we hope that members will not find other excuses for not paying their dues. This office that the chapter is renting and the offiice aide that we are maintaining to assist its members is one tangible proof for those who question on where their noney goes.

MONTHLY NEWSLETTER 

Everyone agrees that communication is very essential, members need to know on what is happening in the organization. Though we have our sectoral representatives, news and other information does not reach every member: Hence, your Board decided to publish a simple but regular monthly newsletter.

The idea of publishing a regular newsletter started sometime 1983 however, the first maiden publication became the last. With the sad experience, some were optimistic that this plan will not survive, however with the support of some concerned members, our Chapter was able to receive due to the regular publication of a chapter newsletter, the only PRESIDENTIAL AWARD given to a Chapter during the national convention last November 11-13, 1993.

Publishing per se is easy, the hard part is getting articles. It was agreed earlier that each sector contribute one acticle each. With this, articles are already assured, but sad to say that only few complied. We know that there are lots of members who can write or share technical articles.

Due to limited funds, we publish around 100 copies of Newsletter per month. Copies are also sent to the National office. Hopefully, by next year we can already provide a copy for those members of good standing. For the present, pass on a copy to other civil engineers after reading.

I hope that the Award the Chapter received will becrme an inspiration and a challenge to the next set of Officers and members.


MEMBERSHIP

To date, Lanao has a recorded membership of 458 since it became a chapter. However, only 230 (50%) are of good standing of which 47 are life members. The others may have already transferred to other places or gone abroad or just decided to remain inactive. We call on these inactive members to be active again.

Our chairman on membership committee has started updating biodata of members, the purpose is to identify those who are still in Iligan/ Lanao. We hope that you have already updated your membership biodata as this will be forwarded to the National office and eventually forwarded to PRC.

For this year 1993, the Chapter has a list of 30 new members.


IDENTIFICATION CARDS

We have already forwarded the list of good standing chapter members to the National office. To date, we are still waiting the corresponding numbers that will be assigned by the National Office. When we receive these membership numbers, only then will the Chapter issue your personal identification card.

SAFEGUARD THE C.E. PPOFESSIOON

We became more aware and concerned when PICE National Board Angel Lazaro III explained to us during the induction of officers of the threats to our our profession, I hope you all have read the developments regarding our case versus Cecophil. An update is published in this issue as reported by our national president. Also, the recent development wherein the architects and geodetic engineers are again steering. Details are also published in this newsletter.

The Chapter has contributed P 3,000 to the cause against Cecophil to cover for legal fees. Again, let me remind our members, that by paying our dues regularly, we are helping the profession. There are people who are willing to fight to defend our only profession, but if the institute has no money and moral support from its members, do we have a fair chance to win.

Your board has also passed Resolution 93-03, calling the attention of the City Engineer to check that only CE' s with current license be allowed to sign plans and supervise constructions. I hope that with this moves, we are helping our profession.

SUPPORT THE NATIONAL BOARD PLANS AND PROGRAMS

The signature drive which was forwarded by the National office to all chapters were correspondingly disseminated to the members.

This is the call to oppose the proposed legislation for corporations to practice civil engineeting.

As for the Building fund drive, the Chapter has yet to contribute to this project, the Board basically agreed to contribute pending full accounting of the chapter funds. I hope the next administration will include this in their agenda.

CONTINUING EDUCATION

Though the Board agreed to conduct only one Technical Seminar this year, we were able to conduct three seminars and one Field Trip. These are equivalent to about 81 credit units.

SPEECH IMPROVEMENT WORKSHOP

It is a fact that most of us civil engineers are afraid of talk in public. As we go up the corporate ladder, it is a reality that you deal more with people and less on technical matters. This is the very reason that we embarked on this Speech Craft Program. There were 10 at the start of the program , however due to some reasons only 6 finished the course. To date, the are about 25 members who signified their intention to undergo this speech craft program.

TECHNICAL SKILLS PROGRAM FOR ENGINEERS

This is a noble project wherein new civil engineers and particularly foremen will undergo a skills training program. It is a realty that most foremen who handle projects have gain their skills only through experience and no proper training. However, if we could teach these people who are the front runners in the construction field, the more confident we, civil engineers become.

We know that these people know the basic fundamentals.

The chapter became saddled with the technical seminars and also the response of the agency which we contacted replied only last November and there was no time anymore. Hopefully this will be included in the next administration's program.

COMMUNITY ACTIVITIES

In this aspect, the Chapter prepared and submitted a project profile study as requested by the City Mayor of Iligan on the proposed 'Circumferential Road'.

The chapter became a member of the task Force which the City Mayor created to prepare a 10-year comprehensive development plan for Iligan City. In this regard, we submitted a report/study on

Integrated bus terminal, Seaport and Airport.

As an accredited NGO, PICE is a member of the local Pre-qualification and Awards Committee (PBAC). A regular weekly session is held at the city hall. PICE, is also a member to the Port Management

Advisory Council (PHAC) and also a member to the DTI's task force for the study of the proposed Regional Industrial Center.

SPECIAL PROJECTS

Last Novermber 7, the chapter did a tree Planting at Barangay Tubod. Nangka trees were planted.

The proposed construction/donation of a waiiting shed did not materialized due to monetary constraints, specially since our proposed fund raising project was not able to take off.

FINANCIAL

We were able to remit to the National office the amount of P 14,525.00 representing National dues. Also, from our collections, we were able to sustain our monthly overhead, publication of our newsletter and other expenses.

The financial details willl be reported by our Chapter Treasurer in his report.


CHAPTER'S NAME

The move to change the Chapter's name started sometime 1988, and in 1992 this was again discussed by the then Board. During the general membership meeting last Septenber 4,1993 this was discussed, deliberated and was eventually ratified by the general membership.

The new name is ILIGAN BAY Chapter (from LANAO). This change has yet to be approved by the PICE National Board.


BOARD COMPOS ITION

The changing of the number of seats in the Board from 13 to 15 was also taken up and approved during the general membership meeting.

The additions are one for the private sector and one for the newly created sector, the PROVINCE SECTOR to compose civil engineers from the various government offices located in the province.


PRESIDENTIAL AWARDS and COMMENDATIONS

RODRIGO. DECIERDO and CONRADO C, LARODA JR.. for having served ably as officers of the chapter and for garnering perfect attendance of Board meetings and other chapter activities which is a proof of their generous support for the interest of the chapter.

Special citation for THOMAS 9. SANTOS III, immediate chapter past president, for his unceasing support to the efforts and programs of the chapter, His ever presence to Board meetings and other chapter activities is an inspiration.

Special commendation for EMMA ASPIRAS for her special service rendered as NOMELEC Chairperson.

Special commendation for MARY JEAN GRATE for her services rendered as PiCE Office Clerk.


OTHERS

The Chapter was able to assist 38 of its members in renewing their licenses.

On behalf of the officers and Board of Directors, I would like to thank all PICE members for your earnest support and the encouragement that sustained us and made our administration a success.

ACCEPTANCE SPEECH

Honored guest, Mr. Olivo E. Caballo, our inducting officer, Hon councilor Wilfredo R. Bacareza dignitaries in the presidential table, the ever-supportive Council of Past Presidents, fellow civil engineers, our respective spouses, ladies and gentlemen, good evening.

When I was elected as one of the board of directors way back in 1998, I never thought (not even in my wildest dream) to become president of this prestigious organization last year. When I was chosen as the vice-president, I was hesitant to accept the challenge because of the responsibilities associated with it, which I felt I could not handle due to the time schedule I had with my work in the company.

However, due to the persistent request of my immediate predecessor added by the assurance of support and cooperation from the officers, the board of directors and the council of past presidents therefore, I made up my mind and accepted the vice presidency without reservation.

Tonight, I was inducted as the incoming president of the PICE-IBC. I know pretty well that to be a president of the PICE-IBC is not a position to enjoy, it requires a lot of hard work, dedication, commitment and sacrifice, I know I can't do it alone nor do it together with the officers, the board of directors and the council of past presidents. Only the support and cooperation from the general membership is very vital to the attainment and success of our objectives. It is never easy to lead this prestigious organization that had been known and consistent for the past seven years (including this year) that garnered several national awards as what my predecessor had reported a while ago. 

Upon hearing all those achievements, I had a mixed feeling I felt happy and at the same time worried. Of course l'm happy because ot the cash prizes that enter into our almost drained-out coffer and I'm worried because I'm afraid l can't bring this organization to another banner year.

However, when I recalled the teamwork and cooperation showed by the officers, the board of directors and the council of past presidents and also the support from the general membership and the previous administrations and if that same team spirit will still be around during my term, I am very confident that we will still be in the national scene next year.

Now that I am about to cross the bridge, I hope you will be with me all the way. I would like to ask these questions to my fellow officers, the board of directors, the council of past presidents and the general membership who are around. Do we want

PICE-IBC to be still in the national scene in year 2002 and onwards? Can I be assured of your support, cooperanion and commitment during my administration?

Well, having heard a resounding yes, (that is if I heard it right) then I am happy and honored to accept the challenge to be your president of the PICE-IBC for the year 2002.

May God Bless Us All and to all our future endeavors Merry Christmas to all.

PRESIDENTIAL AWARD

The Philippine Institute of

Civil Engineers (PICE) Lanao chapter vested seventy nine other PICE

Chapters nation wide when it bagged the Presidential Award for the publication of the Best and sustaining Chapter Newsletter. 

This was the only award given to a Chapter during the recently concluded 19th PICE National convention (20th Anniversary) held at the Westin Philippine Plaza Hotel, Manila.
